{"id":11679874,"date":"2026-02-23T16:03:19","date_gmt":"2026-02-23T21:03:19","guid":{"rendered":"https:\/\/globalnews.ca\/?p=11679874"},"modified":"2026-02-23T16:03:19","modified_gmt":"2026-02-23T21:03:19","slug":"liberals-conservative-budget-amendments","status":"publish","type":"post","link":"https:\/\/globalnews.ca\/news\/11679874\/liberals-conservative-budget-amendments\/","title":{"rendered":"Liberals accept Tory budget changes on sweeping cabinet power proposals"},"content":{"rendered":"<p>The federal\u00a0Liberals\u00a0accepted a\u00a0Conservative\u00a0proposal Monday to put guardrails around proposed new cabinet powers as they debated the government&#8217;s omnibus\u00a0budget\u00a0bill.<\/p>\n<p>The Liberal government&#8217;s\u00a0budget\u00a0implementation legislation, Bill C-15, proposes to give federal ministers the ability to temporarily exempt individuals or corporations from some non-criminal federal laws \u2014 an approach the government refers to as &#8220;regulatory\u00a0sandboxes.&#8221;<\/p>\n<p>Some members of Parliament have expressed discomfort with the idea of granting such sweeping powers to cabinet in the interest of boosting competitive or economic forces.<\/p>\n<p>Both interim NDP leader Don Davies and Green Leader Elizabeth May appeared at Monday&#8217;s finance committee meeting, where MPs were going clause by clause through the legislation.<\/p>\n<p>Davies said such a ministerial override would present a &#8220;serious threat to Canada\u2019s democratic foundations.\u201d<\/p>\n<p>&#8220;Shame\u00a0on\u00a0you,&#8221; May said after committee members did not adopt her own amendment to restrict the application of\u00a0regulatory\u00a0sandboxes.<\/p>\n\t\t\t\t\t\t<a \n\t\t\t\tclass=\"story-img-link\" \n\t\t\t\tdata-displayinline-featured=\"\" \n\t\t\t\tdata-displayinline-type=\"video\" \n\t\t\t\tdata-displayinline-stickyiframe=\"video_11678549\" \n\t\t\t\tdata-displayinline-ratio=\"16:9\" \n\t\t\t\tdata-displayinline=\"https:\/\/globalnews.ca\/video\/embed\/11678549\/#autoplay&#038;stickyiframe=video_11678549\"\n\t\t\t\tdata-displayinline-expand=\"true\"\n\t\t\t>\n\t        \t<span class=\"story-img-link-wrapper\">\n\t\t\t\t\t<span class=\"icon-media icon-media-video icon-media-playVideo\"><\/span>\n\t\t\t\t\t<img \n\t\t\t\t\t\twidth=\"640\" \n\t\t\t\t\t\theight=\"360\" \n\t\t\t\t\t\tsrc=\"https:\/\/i0.wp.com\/media.globalnews.ca\/videostatic\/news\/pgrdnlsodi-vi2vffu0mx\/site_twb_b.jpg?w=670&#038;quality=70&#038;strip=all\" \n\t\t\t\t\t\tclass=\"story-img\" \n\t\t\t\t\t\talt=\"Click to play video: Could Liberals gain majority without going to polls?\"\n\t\t\t\t\t\/>\n\t        \t<\/span>\n\t\t\t<\/a>\n\t\t\t\t\t\n<p>Conservative\u00a0MP and committee member Sandra Cobena said she was concerned about the &#8220;immense concentration of power&#8221; implied in the proposal. She introduced\u00a0amendments\u00a0that she said would &#8220;meet the urgency of the moment&#8221; while balancing democratic standards.<\/p>\n<p>The successful\u00a0amendments, backed by Liberal members of the committee, included a requirement for ministers to consult with Canadians before ordering any legal exemptions, and to report back to Parliament.<\/p>\n<p>Cobena&#8217;s\u00a0amendments\u00a0would also require the approval of both a cabinet minister and the president of the Treasury Board before an individual or corporation is shielded from a law. Members of the finance committee were scheduled to meet for up to 12 hours in Ottawa\u00a0on\u00a0Monday to go clause by clause through Bill C-15.<\/p>\n<p>Liberal MP Karina Gould, the committee chair, said she booked the lengthy meeting so House of Commons resources would be available to MPs late into the evening as they tackle more than 600 clauses in the bill.<\/p>\n<p>MPs agreed earlier this month to a motion seeking to fast-track the bill through the committee and report stages of debate.<\/p>\n<p>That motion said Bill C-15 must be considered at finance committee by Monday, which must report back to the House by Wednesday.
